Sam bets against the constitution passing

he predicts that people wont want to tax the mines because they think that someday they’ll be rich enough to have to pay the tax. nobody ever went broke betting against the people’s ability to make rational decisions. he wants it to pass but because it would make sense, he concludes, therefore it won’t. he is also fighting for it to help Orion.
