Sam and Orion mad about monopolies

During the first legislature, Sam and Orion were mad at the promiscuous granting of monopolies. — Sam wrote that franchises hang over the territorial boundary like a fringe. &Orion wrote as XYZ to the Alta California making fun of the corrupt legislators in Nevada saying, โ€œno legislature wil be able to give away a monopoly in Washoe for the next ten years… If two men sit down here to play cards, they incorporate the game.โ€ Orion knew that regional petty jealousies could be parlayed into shaming some legislators into changing their behavior.
